Short answer

The M18 FUEL 2953 is the M18 impact driver to buy for most people. Milwaukee rates it at 2,000 in-lbs, 0-3,900 RPM and 0-4,400 IPM in a 4.47-inch body, with 4-Mode Drive Control. The M18 Compact Brushless 3650 (1,700 in-lbs) costs less and suits lighter use. The M18 FUEL SURGE trades peak torque for much quieter, smoother driving.

Strengths

  • Class-leading rated torque for its size
  • Self-tapping mode prevents stripped self-drillers
  • Fits most tight spots with a compact pack
  • Biggest trade-focused 18V platform

Weaknesses

  • Premium price
  • Very fast at full power, so small fasteners need the low modes

The 4 modes and when to use them

ModeUse for
1 (lowest)Small screws, hardware, hinges, anything delicate
2Cabinet screws, 2-inch screws, medium fasteners
3 (max)Long deck and framing screws, structural screws, lags
Self-tappingSelf-drilling screws into sheet metal and steel studs

The self-tapping mode runs fast to drill through the metal, then slows once the tip breaks through so the threads do not strip. More on modes across brands in impact driver speed settings.

FUEL vs non-FUEL M18

FUEL tools combine Milwaukee's POWERSTATE brushless motor, REDLINK PLUS electronics and REDLITHIUM packs. In practice, the 2953 has a higher rating than the compact brushless 3650 (2,000 vs 1,700 in-lbs) and adds the 4-Mode system. The 3650 is a sensible buy for light home use, or as a bundled tool in budget kits. See M18 FUEL vs M18 brushless.

M18 SURGE: when quiet beats power

The M18 FUEL SURGE uses a hydraulic pulse mechanism instead of a metal hammer. It is much quieter and transmits less vibration, which matters when you drive screws all day indoors or work in occupied homes. The trade-off is lower peak torque. See hydraulic impact drivers explained.

Battery pairing

Pack typeGood for
Compact 2.0 to 3.0 AhEveryday use, overhead and tight spaces; best balance
High-output compactSustained output in a small pack
XC 5.0 Ah and upAll-day decking and lag-heavy jobs; heavier

See the M18 battery guide.

M18 or M12?

Choose M18 if your work includes decks, framing, structural screws or lags, or if you want to run Milwaukee's larger tools such as circular saws, grinders and outdoor equipment. Choose M12 if you work mostly indoors and value light weight. Many tradespeople carry an M12 impact for everyday work and an M18 for the heavy jobs. Compare them in M12 vs M18.

Verdict

For an M18 user, the FUEL 2953 is the default choice: compact, strong and smartly controlled. Save money with the compact brushless 3650 only if your use is occasional, and choose SURGE only if noise is your main concern.

Frequently asked questions

What is the best Milwaukee M18 impact driver?

The M18 FUEL 2953. It has the highest torque rating in Milwaukee's 18V 1/4-inch hex lineup, a short 4.47-inch body and 4-Mode Drive Control with a self-tapping screw mode.

What is the difference between the 2953-20 and the 2953-22?

The 2953-20 is the bare tool. The 2953-22 kit adds two batteries, a charger and a carrying bag. Kit contents can vary between retailers.

Is M18 FUEL worth it over the M18 compact brushless?

If you drive lots of long screws and lags, or want the self-tapping mode, yes. For occasional home use, the compact brushless model is enough and costs less.

What battery should I use with an M18 impact driver?

A compact 2.0 to 3.0 Ah pack for the best balance and weight. Larger 5.0 Ah and up packs give longer runtime for decking days but make the tool heavier.

Is the M18 impact driver too heavy?

The tool itself is compact. Most of the weight comes from the battery. With a compact pack it is comfortable for most users. With large packs it gets heavy for overhead work.
